Talus Valley Reno 2026: How the City's New Special Assessment District Works, What It Could Add to Your Costs, and the Questions to Ask Before You Buy New Construction in South Reno
By Crystal Bauer, Certified Luxury Realtor® | eXp Realty
Talus Valley Reno 2026 news just got very real for anyone shopping new construction in South Reno. The City of Reno has approved a special assessment district to finance sewer, storm drain and water infrastructure for a big piece of Talus Valley — and future homeowners there will help repay it.
If you have been touring model homes off Veterans Parkway, this is one of those details that rarely makes the brochure. It matters for your monthly budget, your escrow paperwork and, someday, your resale.
Let's walk through what was approved, how assessments work in Washoe County, and exactly what to ask before you sign.
What Is Talus Valley, and Where Is It?
Talus Valley is a large master-planned community in southeast Reno, on the west side of Veterans Parkway between Mira Loma Drive and South Meadows Parkway, just west of Rattlesnake Mountain. It was formerly known as Daybreak.
The Reno Gazette-Journal describes the overall site as roughly 980 acres. Builders active there include Toll Brothers and Lennar, and the land developer named in RGJ coverage is Newport Pacific Land.
A Project With a Long History
Talus Valley did not arrive overnight. According to the RGJ, the Reno City Council rejected the original plan 6–1 in 2018 over environmental concerns, because the land sits on what was described as the city's last remaining natural floodplain.
The developer sued in 2019. After a court-ordered remand, the parties settled, the council approved the project 4–3, and the maximum unit count was reduced from 4,700 to 3,995.
Construction Is Already Underway
As of the RGJ's August 2026 report, about 458 homes were under construction. In April 2026, the Reno Planning Commission also approved a tentative map for 185 Toll Brothers townhomes on 18.5 acres, aimed at the "missing middle" of the market.
Lennar's Talus Valley East collection offers single- and two-story homes of roughly 1,621 to 3,248 square feet, with three to five bedrooms, according to the builder.
What Did Reno Approve for the Talus Valley Special Assessment District in 2026?
KOLO 8 News Now reported on October 22, 2026, that the City of Reno approved the agreements and ordinances creating 2026 Special Assessment District No. 1 for Talus Valley.
Here are the key numbers from that report:
- What it funds: sewer, storm drain and water infrastructure needed for the development.
- Where: South Reno, north of South Meadows Parkway and west of Veterans Parkway.
- Size: 10 villages, about 774 homes, on roughly 66 acres.
- Financing: the city plans to issue about $9.5 million in assessment bonds; the developer covers additional costs.
- Who pays: future homeowners in the district, at an estimated average assessment of $12,293 — reported as about $1,000 per year over 30 years.
KOLO also reported that the broader Talus Valley build-out is planned across three districts totaling about 2,510 homes. That figure is lower than the 3,995-unit cap the RGJ cited from the legal settlement, so treat the final home count as still evolving.
How Do Special Assessments Work in Reno and Washoe County?
A special assessment district, or SAD, is a way to pay for infrastructure that benefits a specific group of properties. Instead of the whole city paying, the cost is spread across the parcels that benefit.
The City of Reno describes SADs as a funding arrangement between property owners and the city. They have been used for street rehabilitation, commercial and industrial projects, and bringing private infrastructure up to city standards.
The Assessment Is a Lien on the Property
This is the part buyers need to understand. The Washoe County Treasurer explains that each assessment becomes a lien against the property until it is paid in full.
Under Nevada law (NRS 271.420), an assessment lien ranks on par with general property tax liens and ahead of most other liens and claims. In plain terms: it stays with the home, not the person.
How Billing and Payoff Usually Work
- Owners typically get a 30-day window to pay the full assessment in cash with no future obligation.
- Any balance not paid is generally covered by bonds and repaid in installments with interest.
- Washoe County lists Assessment Management Group as the billing contact for special assessments.
- The City of Reno notes partial payoff is an option, which lowers future installments.
The exact schedule, interest rate and payoff terms for Talus Valley will be set in the district's own documents, so always ask for those specifics.
What Happens If Payments Are Missed?
The county takes delinquencies seriously. Per the Treasurer, delinquent parcels can move into a foreclosure-and-sale process, with fees and published notices. Owners can cure before the sale, and redemption periods apply afterward.
The takeaway is simple: build the assessment into your budget just like property taxes.
What It Means for Buyers, Owners and Sellers
For Buyers
An average of roughly $1,000 a year is not a deal-breaker for most households, but it is real money. Add it to your mortgage pre-approval math alongside taxes, insurance and HOA dues.
Ask whether the builder or seller is offering to pay down any portion at closing. Sometimes that is a negotiable incentive on new construction.
If you are relocating from California, the concept will feel familiar — it works similarly to the infrastructure assessments common in newer California communities.
For Current Talus Valley Owners
Check whether your parcel is inside the new 2026 district. Not every Talus Valley home is necessarily in District No. 1, and the KOLO report describes three districts for the full build-out.
If you have the cash and the interest rate on the bonds is higher than what your savings earn, an early payoff may be worth discussing with your financial advisor.
For Sellers
When you sell, the remaining assessment balance will show up in title and escrow. Decide early whether you will pay it off at closing or let the buyer assume the installments.
Clear disclosure up front keeps escrow smooth and builds buyer trust. Surprises late in a transaction are what kill deals.
What Else Should South Reno New-Construction Buyers Watch?
Infrastructure financing is only one piece. Given Talus Valley's floodplain history, look closely at drainage and flood information for any lot you are considering.
FEMA's Flood Map Service Center lets you look up the official flood zone for an address. Your lender and insurance agent can tell you whether flood coverage is required or simply smart.
Also confirm school assignments directly with Washoe County School District. Even Lennar's own materials note that school assignments may change.
Finally, ask about future phases. With thousands of homes planned, construction traffic, new roads and nearby amenities will keep evolving for years.
Your Talus Valley Buyer Checklist
- Ask the builder or listing agent in writing: is this lot inside a special assessment district, and which one?
- Request the exact assessment amount, interest rate, term and payment schedule for that parcel.
- Review the preliminary title report for assessment liens before you remove contingencies.
- Ask whether the builder will pay down or credit any portion of the assessment at closing.
- Add the annual assessment to your lender's debt-to-income and monthly payment calculations.
- Look up the property on FEMA's Flood Map Service Center and get an insurance quote early.
- Confirm HOA dues, CC&Rs and what the HOA (versus the city) maintains.
- Verify school zoning with Washoe County School District.
- Ask about planned future phases, roads and amenities near your lot.
- If you are selling later, keep your assessment statements handy for escrow.
The Bottom Line on Talus Valley in 2026
Talus Valley is one of the biggest stories in South Reno real estate, and the new special assessment district is a normal — but important — part of how growth gets paid for here.
Knowing the numbers before you write an offer puts you in control. It helps you compare Talus Valley fairly against resale homes and other new communities across the Truckee Meadows.
