Palisades Tahoe Village Expansion 2026: What the Approved Olympic Valley Plan Means for Ski-In Ski-Out Homes, Buyers and Owners
Palisades Tahoe Village Expansion 2026: How the Downsized Village Plan, a Super El Niño Winter Outlook and Opening Day Shape Olympic Valley and Lake Tahoe Luxury Real Estate

The Palisades Tahoe Village expansion is finally moving forward after more than a decade of debate. With the Palisades Tahoe Village expansion approved in 2026, Olympic Valley now has a clear, long-term roadmap for what gets built at the base of California's largest ski resort.
Add a forecast strong El Niño winter and a late-November opening day, and it's a big season for anyone who owns, or dreams of owning, a slopeside home here.
Here's what was approved, what changed and what it could mean for you.
What Was Approved for the Village at Palisades Tahoe?
On May 12, 2026, the Placer County Board of Supervisors unanimously approved the amended Village at Palisades Tahoe Specific Plan at a hearing in Kings Beach.
The plan covers about 93 acres. That includes an 85-acre resort village at the west end of Olympic Valley, in the ski resort's base area, plus an 8.8-acre site about 1.3 miles to the east near Olympic Valley Road.
Most new construction is planned on existing asphalt parking lots and previously disturbed land, and Placer County says open space will more than double.
The Numbers at a Glance
- Hotel and condo bedrooms: cut from 1,493 to 896, a 40% reduction
- New village commercial space: cut from about 278,000 to 222,000 square feet, a 20% reduction
- Mountain Adventure Camp: reduced from 90,000 to 72,000 square feet, and from 96 to 78 feet tall
- Indoor waterpark: permanently removed from the plan
- Build-out: phased over 25 years
Community Benefits in the Plan
- Housing for 295 employees, with 200 to be occupied when the first building is complete
- A $500,000 regional employee housing contribution
- An $800,000 regional fund for environmental restoration, public trails and public safety
- Land for a new West Valley fire station
- Restoration of Washeshu Creek and the Olympic Channel, plus new and expanded trails
Why Is the Palisades Tahoe Village Expansion 2026 Approval Such Big News?
Because this has been one of the longest-running development debates in the Tahoe region.
The plan was first submitted to Placer County in 2012. The county approved it in 2016, and that approval was overturned after a lawsuit by Sierra Watch. The county approved it again in 2024, and Sierra Watch sued again, joined by the League to Save Lake Tahoe (Keep Tahoe Blue).
In July 2025, resort owner Alterra, Sierra Watch and Keep Tahoe Blue reached a settlement that led to the smaller plan approved this May.
Where Do the Different Sides Stand Now?
Keep Tahoe Blue supported the revised plan and says it means almost 40% less traffic impact to Tahoe than the 2024 version. Sierra Watch also urged approval of the revised plan at the hearing.
Palisades Tahoe leadership described it as a smaller plan focused on a stronger sense of place, and county leaders praised the collaborative process.
Some locals still have concerns about traffic and growth in Olympic Valley, so expect community conversation to continue as individual buildings come forward.
When Will Construction Start?
No construction start date has been announced. The plan is phased over 25 years, and the first phase includes workforce housing.
Some public improvements are tied to milestones. For example, a Christy Hill Road pedestrian crossing comes after the first 150 lodging units are built.
What Does This Mean for Ski-In Ski-Out Homes in Olympic Valley?
Ski-in ski-out and slopeside homes at the Palisades base area are a limited, highly sought-after slice of the Lake Tahoe and Truckee luxury market.
The approved plan creates a long-term framework for new hotel and condo bedrooms at the base. Exact building designs, unit types and on-snow access for future projects haven't been released, so it's too early to say which new units will offer true ski-in ski-out access.
What we do know: the plan has cleared a major hurdle, and the village is set to change gradually over many years rather than all at once.
Is This a Big Snow Year? What the Super El Niño Forecast Says
NOAA's Climate Prediction Center issued an El Niño Advisory on October 8, 2026. It puts the odds of a strong-to-very strong El Niño through January–March 2027 above 83%, with a real chance of the strongest event since 1950.
NOAA's winter outlook, released October 15, leans toward above-normal precipitation for California this winter.
It's important to keep this in perspective. NOAA notes that seasonal outlooks are odds, not snowfall forecasts, and warmer storms can raise snow levels. A wet winter is favored, not guaranteed.
When Do Palisades and Nearby Resorts Open?
Announced target opening dates, all weather permitting:
- Heavenly and Northstar: Friday, November 20
- Palisades Tahoe: Wednesday, November 25
- Kirkwood: Friday, December 4
What It Means for Homeowners, Buyers and Sellers
For Olympic Valley Homeowners
A settled plan brings more certainty about what will be built near you and when. Keep an eye on Placer County notices as individual projects move forward.
If this winter turns out wet, it's a good time to review snow removal, roof loads and drainage before the storms arrive.
For Buyers
If you've been waiting on the village plan before buying near Palisades, the big picture is now clearer.
When you look at slopeside or ski-in ski-out listings, confirm the actual on-snow access, HOA rules, rental rules and how close the home sits to future construction areas like the East and West parking lots.
For Sellers
Ski season is prime time for showing a mountain home at its best. If you're listing slopeside, highlight verified ski access, walkability to the village and winter readiness.
Be ready to answer buyer questions about the village plan with accurate, current information.
Your Palisades Tahoe Buyer and Owner Checklist
- Read Placer County's summary of the amended Village at Palisades Tahoe Specific Plan.
- Note which parts of the village and parking lots are planned for future buildings.
- For any listing, verify ski-in, ski-out or ski-in only access in person and in writing.
- Review HOA documents, rental rules and any special assessments.
- Check winter prep: roof snow loads, heat tape, snow storage and plowing.
- Follow NOAA's monthly updates, with the next winter outlook update due November 19.
- Talk with a local agent about how long-term village plans may affect specific streets and buildings.
The Bottom Line on the Palisades Tahoe Village Expansion
After more than a decade of debate, Olympic Valley has a smaller, settled plan for its base village, and a winter that forecasters say leans wet.
For buyers and owners, that combination brings both clarity and opportunity. The key is understanding exactly where a home sits in relation to the slopes and the planned changes.
